When a window needs a permit in Oakville

The Town of Oakville does not require a building permit to replace a window with one of the same size. A permit is required to install a new window opening or to enlarge an existing one, and to create a basement bedroom or secondary suite. It is illegal to start permit-required work before the permit is issued, so we confirm your job's status before scheduling and manage the application when one is needed.

The egress standard (OBC Section 9.9.10)

Ontario adopted its harmonized 2024 Building Code, mandatory for permit applications since April 1, 2025. Under Section 9.9.10, every floor level containing a bedroom must have at least one outside window that opens from the inside without tools and provides an unobstructed opening of at least 0.35 m² (about 3.8 sq ft) with no dimension less than 380 mm (15 in). For a below-grade window opening into a well, the window well must extend at least 550 mm beyond the fully open window. A common trap: a 380 mm × 380 mm window meets the minimum dimension but falls well short of the 0.35 m² area — at least one dimension has to be larger.

Ontario's active window-and-door incentive is the Home Renovation Savings Program, delivered through Save on Energy and supported by the provincial government. It pays $100 per eligible ENERGY STAR-certified window or door rough opening and, on the assessment path, $600 for a home energy assessment. As of 2026 the program is funded through November 30, 2026 (and can be changed without notice). Key conditions: units must be ENERGY STAR certified, replacing only the glass or sash does not qualify, and windows are treated as part of a bundle — you pair them with at least one other qualifying upgrade such as insulation or air sealing. Several older programs — the Canada Greener Homes Grant and Loan and the Enbridge HER+ — have closed to new applicants, so ignore any quote built around them. Oakville's position on Lake Ontario means lakeside and exposed homes face more wind load, more driving rain, and sharper freeze-thaw cycling than sheltered inland streets. That's why glazing choice isn't cosmetic: low-E coatings, argon fills, and double- or triple-pane packages are matched to exposure, and installation is sealed against wind-driven water.
